Department of Educational Planning and Management (EPM)

In Nepal, most degree-granting campuses of Tribhuvan University (TU) offer Educational Planning and Management (EPM) as a specialization within the Faculty of Education. This program supports TU's mission of producing primarily non-teaching educators, such as
educational administrators, managers, supervisors, mentors, and planners, to strengthen the country's education system. However, it also aims to prepare teaching professionals in the field of education. 

The Educational Planning and Management (EPM) program was introduced at the graduate level (one-year B.Ed.) in 1992 (2049 BS), and at the postgraduate level (M.Ed.) in 2003 (2060 BS) at the Department of Education, Prithvi Narayan Campus. Student enrollment remained around 100 for the first five years but has since experienced a declining trend. This decline became more pronounced after Tribhuvan University (TU) replaced the annual system with the semester system, which posed challenges for working professionals struggling to maintain regular attendance while pursuing a degree without leaving their jobs. However, compared to other subjects, EPM continues to attract attention and remains the first choice for a diverse range of students. 

Establishment of the EPM Department 

Recognizing the continuous success and service history of the program, the campus committee decided to enhance the efficiency and effectiveness of the degree program. As a result, the Educational Planning and Management (EPM) subject was granted departmental recognition in 2013 (2070 BS), with Mr. Baburam Poudel appointed as its head. However, the department remained inactive for a few years due to unconventional leadership approaches. 

Since 2024 (2081 BS), the EPM Department has regained its momentum under the leadership of Dr. Shree Krishna Panthee, who was appointed as its head. As of Poush 2080 BS, the department consists of eight faculty members:

Among the faculty members, four teach at the postgraduate level. Their qualifications include one Ph.D. holder, two with M.Phil. degrees who are pursuing Ph.D. programs, and the remaining members holding master’s degrees in related fields. 

The department has produced approximately 1,000 graduates with Master’s degrees, serving as a vital educational resource for the entire Gandaki Region. However, since the introduction of semester-based courses in 2018, student enrollment has been on the decline. This is primarily due to the mandatory attendance policy, which creates challenges for working professionals and affects the smooth implementation of semester-based programs across the university. 

The EPM Department oversees all specialized courses of PGDE and M.Ed., as well as some core courses, at the B.Ed., PGDE, and M.Ed. levels. In addition to its postgraduate program, the department has recently introduced a Postgraduate Diploma in Education (PGDE) trimester course, equivalent to the previous one-year B.Ed., aimed at graduates and professionals from non-education backgrounds. 

Beyond regular teaching, the EPM Department undertakes various initiatives to promote its development. It organizes seminars, workshops, and conferences for faculty and students through internal and external collaborations and support. Last year, the department successfully hosted a five-day Data Management and Analysis Workshop with financial assistance from UGC Nepal. 

Since its inception, the EPM Department has consistently conducted dozens of academic activities, including orientations, training sessions, workshops, seminars, and  occasional recreational programs. These initiatives play a significant role in fostering the academic and professional growth of both faculty members and students. 

The Courses Offered by the Department of EPM 

Initially, the EPM subject was managed under the Department of Education until the establishment of the EPM Department. Since 2024 (2080 BS), the department has also been offering a Postgraduate Diploma in Education (PGDE), a trimester course designed for graduates from non-education backgrounds. Currently, the department offers two programs:

1. Master’s Degree in EPM (four semesters) for students who hold a bachelor's degree in education.

2. PGDE (Trimester course) in EPM for graduates from any discipline who wish to pursue teacher training.

Both programs are designed based on students' needs and are conducted through a blended offline and online teaching mode. Course Descriptions:
